Prisoner Control, Search and Transportation Techniques

Length of Seminar: 2.5 Days

Course Objectives:

Transporting suspects may be the most dangerous work officers perform, and it often involves minimal resources. The potential danger to officers, civilians and the suspect themselves is substantial.

This class will sharpen the skills of those who transport arrestees and prisoners between locations, including street, correctional, probation, and court officers. Participants will explore all aspects of transportation, included legal considerations, best practices for restraints, and optimal responses to hazardous situations. They will also receive material to help them comply with FAA/TSA regulations for armed transport on aircraft.

Upon Completion:
Participants will be able to:

• Comply with FAA/TSA requirement for carrying firearms on aircraft
• List six types of common restraints
• Identify tools and procedures for defeating restraining devices
• Demonstrate the most effective placement of restraining devices
• Perform pre-transport search
• Complete transport checklist
• Demonstrate vehicle seating of suspect for maximum officer safety
• Use indirect lighting to enhance officer safety
• Establish/plan routes for transportation
• Complete a plan for escorting outside the vehicle
• List at least four elements outside the officer’s control and how to deal with them
• Identify areas of civil liability prior, during and after the transport
• Identify and comply with requirements for out-of-state transports
• Describe the difference between new arrest and custodial transport
• Develop, interpret and comply with agency transport regulations
• List/recognize the fatal danger signs during transport
