Instructor Bio
David West,CFEI / KLEC Police Instructor, is a Retired Detective, with the Kentucky State Police, specializing in Arson Investigation and Electrical Fire Analysis for the past 25 years. Mr. West’s career began in the Electrical trade as a Contractor, he then became a State Certified Electrical Inspector, and used this electrical background to join the Kentucky State Police Arson Division examining electrical failures on fire scenes. He became a Police instructor, specializing in Electrical Fires and Fire Related Deaths, at the State Police Academy. His expertise has assisted State and Federal Agencies in examining electrical wiring systems, generating official reports, and testifying as an expert witness in cases. |

Course
Objectives
This three (3) day training module will provide the fire/arson investigator
with practical and technical skills necessary to investigate and determine
electrical origin and cause of a fire.
This training module will provide both classroom and hands-on training with
practical exercises on how to use electrical testing equipment and conduct
a systematic accurate examination of electrical equipment, appliances, wiring
and electrical circuits.
Attendees will be provided the necessary knowledge of electricity, the definition
of electricity, how it cause fires, and how to testify in court for successful
prosecution, and/or insurance determination.
Upon Successful Completion
Attendees will have been provided the skills and knowledge to:
o Demonstrate the proper sequence for
investigating electrical fires.
o Understand electrical terminology.
o Demonstrate a working knowledge of
120/240 volt wiring used in
residential and commercial settings and testing procedures.
o Demonstrate a working knowledge of
electrical appliances and
testing procedures.
o Demonstrate a working knowledge of
electrical testing equipment,
volt ohm meter, and ampere meter.
o Demonstrate a working knowledge of
safety devices, controls and
failures on appliances.
o Demonstrate the knowledge of how to
document an electrical origin.
o Demonstrate knowledge of National
Fire Protection Association 921
and National Fire Protection Association 1033.
o Demonstrate knowledge of how to use
the internet to conduct fire/arson investigation research and obtain electrical
equipment/appliance recall information.
Important
This three (3) day training module is presented in a very
user friendly and
easy to understand method
of instruction. This IS NOT presented from an
electrical engineers perspective.
You WILL be able to put into immediate
investigative practice the
skills that you learn in this training.
