Instructor Bio
Michael Halbleib is currently a Lt Colonel with the Bullitt County Sheriff’s Office Narcotics Unit. Michael began his career with the Louisville Police Department in 1992. He was soon promoted to Detective with the Metro Narcotics Major Case Unit. He investigated numerous major case narcotic trafficking organizations and assisted in the prosecution and conviction of several criminal syndicates / conspiracies. Michael was awarded the Louisville Police Officer of the Year in 2000 while in the major case narcotics unit. He was a Field Training Officer and spent 5 years with the Homicide Unit and SWAT. Michael has been teaching in the field of narcotics for the community, police in-service classes and recruit classes for 16 years. Michael was also awarded the Executive Merit Award, the Jefferson County Judge Executive’s Merit Award and nominated for the 2009 & 2010 Bluecoat’s Officer of the Year. Currently Michael is a Lt Colonel and manages a narcotics unit that focuses on mid level and major case cartel investigations. He is also a certified police instructor with the Kentucky Law Enforcement Council and an expert witness for the Jefferson and Bullitt County Commonwealth Attorney’s Offices. |

Course
Objectives
This course is designed to teach law enforcement different stationary and mobile covert surveillance techniques. Officers will learn the different types of equipment used to conduct surveillance and how to create a surveillance operations plan. The course will also provide officers the skills to conduct daytime and nighttime surveillance.Officers will learn how to write search warrants for GPS trackers and cellular pings which is currently the most valuable investigative tools for law enforcement.This course has an extensive surveillance practical for officers. The practical includes writing a search warrant for a GPS tracker and the installation of a GPS tracker. Officers will then conduct daytime and nighttime surveillance. The practical includes surveillance with and without the use of a GPS tracker. This practical has been created to emulate real life law enforcement investigations that include foot, vehicle, day, night, and GPS scenarios.
NOTE: DAY 1 OF THIS CLASS WILL BEGIN AT 4:00PM-MIDNIGHT DAY 2 OF THIS CLASS WILL BEGIN AT 8:00AM-4:00PM YOU WILL BE IN THE CLASSROOM ON DAY 1 FROM APPROXIMATELY 4:00PM-8:00PM (Surveillance the rest of the class) YOU WILL BE IN THE CLASSROOM ON DAY 2 FROM APPROXIMATELY 2:00PM-4:00PM (Surveillance the rest of the class) It is requested that you drive an unmarked vehicle and bring a laptop. This is not a requirement.
