Instructor Bio

Richard Doty is the Deputy Fire Chief of a 120 -member fire department in Rio Rancho, NM. In addition to his career as a Deputy Fire Chief, he has been an Instructor for the State of New Mexico and Central New Mexico Community College for over the last 11 years. He holds the highest level of instructor certifications including: Course and Curriculum Design and Professional Development Course Design. Chief Doty teaches National Certification Courses and courses that he has developed.

Chief Doty has developed a collaborative teaching philosophy aimed at ensuring the students and the instructor have a stimulating environment to learn. Chief Doty believes the atmosphere and environment must be positive and relatable with continued variance to stimulate learning.

Pre-Payment is not required to register or attend IN-PERSON seminars. Pre-payment is required for WEBINARS and ONLINE COURSES.


Course Objectives

The Fire Officer Certification Course is an all-encompassing curriculum designed for the 1st line fire supervisor, newly promoted officer, or fire personnel looking to promote into an Officer position. The student will receive all the necessary information to be prepared for the role of a Company Officer. The course meets all NFPA 1021 JPR requirements under Chapter 4

The course is separated into three comprehensive blocks to ensure all relevant information is covered. Block I, Leadership and Management, focuses on managing the firehouse scenarios, supervision of toxic employees, learning to lead all generational groups, effective field training, and the employee evaluative process.

Block II, Administrative, Pre-planning, and Data Management will look at basic understanding of governmental and fire department budgets, professional development, operative pre-planning, and the importance of data analysis in the fire service.

Finally, Block III is designed to explore Incident Management and Strategies. The topics include: Situational Awareness and Decision Making, 1st Five Minute Scenarios, Identifying Rescue Profiles, Post Incident Analysis, Fire Response to an Active Shooter, Managing High-Acuity Incidents, and 1st line Officer and “Routine” Incidents.

There will be a test on the final day of the class but an extensive review will be conducted prior to the exam.
