Instructor Bio

Gary D. Bills is retired from active Law Enforcement after 29 years of service, 22 with the Dallas /Fort Worth International Airport Police Department. During his career in Law Enforcement, Gary has worked Patrol, Undercover Narcotics Investigations, Criminal Investigations, Solo Motors, SWAT/Tactical, and Explosive Ordnance Disposal. He retired as Lieutenant with the Special Operations Division over EOD and Explosives Detection Canines. Gary is a certified Hazardous Devices Technician and was the Bomb Squad Commander for DFW Airport Bomb Squad.

Gary has training in Advanced Explosives Disposal Techniques, Home Made Explosives, Large Vehicle Counter Measures, and Electronic Counter Measures.

Gary holds a Master Peace Officer Certification for the State of Texas and an Instructor Certification from Texas Commission on Law Enforcement. He has worked internationally with several military units for the United States and NATO teaching Counter IED recognition. Gary has a Bachelors Degree in Biology from Tarleton State University and a Master of Science Degree in Human Relations and Business from Amberton University. Gary also attended the FBI National Academy in Quantico, VA, session 241.

Gary is married and he and wife Vickey live in Texas where he is also active in American Karate and teaches classes in Karate and self defense.

Course Objectives

The threat against Law Enforcement Officers is escalating daily. ‘Lone Wolf’ attacks such as two that occurred against the Dallas Police Department as well as numerous attacks and threats worldwide have made it imperative the professional Law Officer build new skill sets and tactics to enhance their safety in an ever increasing hostile environment.

This course will provide the officer with skills to survive explosive threats, active shooter attacks, and mid to long range sniper attacks. You will learn ways to protect yourself and others from the effects of bomb blasts and what occurs during a detonation. The student will also be trained in the tactics used by snipers and the capabilities of long range weapons including myths about items commonly used as cover from high powered weapons as well as active shooter incidents using weapons of this type.

Crowd dynamics and behavioral characteristics will be discussed to allow the officer to identify threats before the action occurs.

Case studies and discussion of recent incidents will allow the students to analyze actions taken and formulate action plans appropriate to their area of operations. Tabletop scenarios will challenge the students to set up Incident command and initiate actions plans both during and immediately after the incident.

The course is taught by a retired Texas officer with 29 years experience in various aspects of law enforcement including Certified Bomb Tech, Bomb Squad Commander and Police Sniper and Sniper Commander. The instructor has extensive experience in large venue events and Incident Command and Control.
