Paul is a retired Lieutenant from the Pennsylvania State Police. His law enforcement career has spanned more than twenty-seven years. In addition to his service with the State Police he served as a local police officer, a school police officer and at the State Capitol. He has served in a wide variety of assignments with the Pennsylvania State Police. Acting in both supervisory and operation capacities, he has directed resources and personnel in the planning and resolution of numerous crisis events. He has provided training and instructed newly enlisted cadets and seasoned personnel. Other duties have included the enforcement, investigation and prosecution of all violations of law, the creation of contingency plans, integration of multi-agency interoperability plans, high-risk incident resolution, raid planning and execution, operational evaluations and fact-based table top/on-site exercise development.
Paul was on the leading edge of preparedness and terrorism awareness within his organization. Developing a tiered program to address and prepare multidiscipline response to school violence and other harmful events at vulnerable sites. He has been frequently sought after for consultation and involvement at schools, universities, major corporations and by law enforcement agencies in a variety of States. His work has involved him with all levels of the governmental structure and with several terrorism task forces.
Paul is a graduate of Northwestern University, School of Police Staff and Command; Penn State University, Police Executive Development and holds a degree from Penn State. He has a lengthy resume of additional training.
Paul is a member of the Pennsylvania State Troopers Association, and the Marine Corps Law Enforcement Foundation. Additionally, Paul provides training as a Red Cross Instructor and is an NRA Law Enforcement Firearms Instructor.
He is an accomplished author of articles published in such periodicals as Law and Order, FBI Law Enforcement Bulletin, the Pennsylvania Police Criminal Law Bulletin and the Pennsylvania Chiefs of Police Magazine.
He proudly served in the United States Marine Corps.
