Arson For Profit Investigation

Course Overview:
Legal Update: An overview of recent court decisions
that govern the rights to enter fire scenes while making
cause and origin determination and the requirements for
re-entry. With case sites to assist you in convincing your
prosecutor to take the circumstantial arson case.
Motives: Examination
of the different motives that are the underlying cause’s
people set fires. Although motive is not an element of proof
in the crime of arson, it is an integral part of the case.
The motive will help convince the jury that the defendant
is connected to the arson.
Insurance:
During the session we will identify the ins and outs of
insurance to assist in correlating arson-for-profit schemes.
Identify the different departments of insurance companies,
their functions, and how their information can be utilized
to assist in proving the criminal charges.
Interviewing:
A basic overview of interviewing technique with strong emphasis
placed on the importance of interviewing the property owner
during the early stages of the fire investigation. A discussion
on the different methods of interviewing to capture and
record information that will be needed for prosecution.
Public Records:
It is the purpose of this section to give the student a
clear understanding of private and public records that are
available to assist in proving the arson-for-profit scheme.
Then explain the methods used to obtain these records so
they can be used in court for prosecution.
Financial Techniques:
Many of the reasons for arson fires are profit. It
is essential that the arson investigator be familiar with
accounting and financial techniques. This will help the
investigator understand the many documents and statements
that will become part of his final case report for prosecution.
It is the goal of this section to give the arson investigator
financial investigative “tools” that he can
use (much like a laboratory) to perfect a criminal case.
Analytical Techniques:
This section will demonstrate methods for compiling, organizing
and better utilizing the information which is developed
during a complex investigation. It is an overview of the
concepts and techniques of analytical methods and how they
can be utilized by the investigator to manage large quantities
of data.
Visual Investigative
Analysis: An effective approach to graphically display
the sequence of occurrences and the relationship of all
the elements of a criminal activity. Visual investigative
analysis clarifies the significance of the event.
Practical Exercise:
This will give you a chance to practice the skills you have
learned during this training session. As a task force team
member, you will be required to review reports and obtain
needed information to assist your team in preparing a presentation
of your case.
