Tactical Response To Emergency Conditions
Length of Seminar:
3 Days
Instructor: Perry W. Hollowell
Course Overview:
Team Building: This module will enable officers to
gain an understanding of the team concept. Discussion will
cover a number of areas such as team composition, team member’s
responsibility, commander’s role and support personnel.
Officers will be given a true picture of his/her role in
the overall mission. It also covers the importance of knowing
not only your job, but also that of those you respond with.
Specialized Equipment:
Officers will be exposed to the enormous amount of equipment
needed to support an emergency response. Equipment from
firearms to entry devices are important tools, but the deployment
and selection of these tools are crucial to any successful
operation. Topics include firearms, entry devices, safety
equipment, less than lethal force weapons and other special
issue tools.
Prior To Operations:
Instruction will cover the importance of planning prior
to initiating a high-risk mission. Formatting and completing
an operations order based on a given scenario will be performed
by each student. The operations orders will be briefed in
class as preparing for a mission in the “real world.”
This is a crucial area often not given the attention it
should receive. Instruction will demonstrate the absolute
need for this phase and assist officers with implementation.
Hostage Negotiations:
Officers are instructed in their role during this
high-risk emergency situation. Tactics and responsibilities
will be the focal point of this module. Officers will be
required to debrief an actual hostage situation using class
instruction. Developing SOP’s for hostage situations
is another issue covered in this block of instruction.
Active Shooters:
A planned tactical approach to situations involving shooters
actively engaged in causing death and serious bodily injury.
It will provide officers with the ability to intervene using
immediate response tactics. Immediate response tactics involve
using 3-5 patrol officers to make entry and terminate the
threat.
Special Events:
Identifying officer roles during high profile events such
as sporting events, VIP visits demonstrations and numerous
other situations. Planning and coordination between agencies
are key elements discussed during this block.
Introduction To Rappelling:
Officers will be provided with the basic knowledge
of what is involved in using rappelling tactics during rescue
operations. Equipment and required skills will be discussed.
